Feasibility

Studies

Feasibility studies are preliminary studies that are often undertaken in the very early stages of a project for the purpose of determining the viability of a project. Top Planning can carry out feasibility studies of all project sizes from large to complex. Some of the assessments and products offered in the feasibility study include:

  • Planning reports such as business cases, project execution plans and strategic briefs.

  • Evaluation of existing conditions of the site, potential statutory approvals required and planning permissions.

  • Analysis of possible planning options including your chance of success for each proposal.

  • Illustrations to render the design using draft drawings and/or digital modelling.

Planning Permit Applicaiton

The town planning application is a complex process and Top Planning can act on your behalf to liaise with the local council. Our services include:

  • Preparation of town planning report that is of sufficient detail to meet council requirements.

  • Liaison with assigned town planner and provide information (Further Information Letters) or amendments to manage client objections and queries.

  • Ensuring that council obligations are met and negotiating with the local council as necessary and also for avoiding the delay of the process

  • Representation at Council Meetings or any mediations.

Planning Permit Amendment

After a planning permit has been issued, you may want to make minor or/and major changes to the endorsed plan, including:

  • Changes to the conditions of a planning permit.

  • Changes to the use or development for which the planning permit was issued.

  • Changes to approved plans.

At Top Planning, we can act on your behalf to submit a request for Secondary Consent or an Amend a Planning Permit form.

Dispensation Application

It is very common that a planning permit is not required for your project, however a range of dispensations are required. With 10-years of industry experience, we can assist you with the following types of dispensations:

  • Sitting dispensation – report and consent application

  • Building outside of building envelope (miscellaneous consent)

  • Building over easement

Licensed Premise Applications (Liquor License and car parking issue)

The use of land for the sale and consumption of liquor in Victoria needs planning approval for licensed premises. We will:

  • Investigate the issue before giving the quotation.

  • Prepare Clause 52.27 Licensed premises and address local council policies

  • Prepare Cumulative Impact Assessment based on ‘Planning Practice Note 61’

  • Prepare Management Plan including Noise and Amenity Action Plans and Patron Management Plan, etc.

  • Prepare Car Parking Demand Assessment pursuant to Clause 52.06 Car Parking

  • Coordinate other relevant professionals to provide a site plan, ‘Red Line Plan’ and traffic report, etc.

  • Provide advice and feedback on town planning requirements for licensed premises.

  • Address problems regarding town planning requirements

  • Deal with objections, follow up applications and advocate client’s case.

Planning Project Management

At Top Planning, we can also assist our clients with their planning project management. Our additional supporting services include:
